Turkey’s Ministry of Health is preparing a 25-article draft bill that would establish a new “Healthy Life Contribution Fund” to support preventive healthcare and healthy lifestyle programs.

Under the draft, packaged tobacco products could face a TRY 20 contribution per pack, while loose tobacco could be subject to a contribution of TRY 100 per kilogram.

The proposal also includes contributions on certain food and beverage products. Depending on sugar content, sugary drinks could face a contribution of up to TRY 5 per 100 milliliters, while certain snacks could be subject to a contribution of up to 20% of their retail price.

The planned fund would support areas including smoking cessation programs, obesity prevention, school nutrition programs, dental health, sports and healthy lifestyle projects.

However, the proposal is not currently law. The TRY 20 contribution is therefore not a
confirmed cigarette price increase at this stage. The draft would still need to go through the legislative process before any measure could take effect.

The proposal has drawn attention because it could create a significant new source of funding
for preventive healthcare while also increasing the financial burden on tobacco and certain food products if enacted.

For now, the proposed contribution remains part of a draft legislation process rather than an immediate price increase.
